I learned about his passing away just now at Dubai International Airport as I await my connecting flight to Milan, Italy. Otelo contributed in no small measure to the establishment of the College of Criminology, which he led as its first dean, at Liceo De San Jacinto Foundation Inc. As such, he has shepherded the first two batches of graduates who took the board exams for criminologists. They symbolize the hard work and perseverance that Otelo invested in LSJFI’s vision of making the school the center of criminal justice education in Masbate.
You have led the way, Otelo. Your successor should take the cue.
